      <title>Integrating Artificial Intelligence and Human Resource Planning in Government Organizations</title>

      <description>Advances in artificial intelligence technology have created the potential for significant transformation in human resource planning. However, effective integration of this technology with planning systems in government organizations faces structural and indigenous challenges. This research aimed to design a model for integrating artificial intelligence into human resource planning and was conducted with a case study of the Shahid Foundation of Tehran Province. This research uses a mixed exploratory approach. In the qualitative phase, key dimensions and components were extracted by analyzing the content of 16 semi-structured interviews with experts. In the quantitative phase, the final model was validated by structural equation modeling (PLS-SEM) on 63 questionnaires from managers and experts. The findings identified six main dimensions of the model: 1) data management and information quality, 2) policies and organizational readiness, 3) ethical, legal, and privacy considerations, 4) human resource management processes, 5) AI technology capabilities, and 6) challenges and barriers. The relationships between these dimensions were significant and the model's good fit was confirmed with GOF=0.663 and SRMR=0.015. This model, by emphasizing the integration of human and artificial intelligence and considering specific cultural-legal factors, helps managers of government organizations to improve transparency and efficiency in human resource planning through data-driven decision-making. The results of this study provide a new and indigenous model for integrating artificial intelligence into human resource planning systems of government organizations and fill the research gap in this area.</description>

      <title>Comparative study of Surah Wal-Asr in Tafsir al-Mizan and Tafsir Khwaja Nasir al-Din Toosi</title>

In this research,the opinions of Khwaja Nasir al-Din Toosi and Al-Mizan regarding Surah Wal-Asrhas been analyzed in an analytical-descriptive way, and what is obtained from thisresearch is that Khwaja speaks of dual tawasi and does not believe in general andparticular. However, Tabatabaei talks about the singularities of tawasi, general andparticular, and he believes that both tawasi in Surah Wal-Asr have the same meaning,and he also believes in general and special.       <title>Formative Meta-Theory: A Sadrian Framework for the Islamization of the Human Sciences</title>

      <description>Over the past five decades, the idea of Islamization of knowledge&amp;amp;mdash;often referred to as Islamic science&amp;amp;mdash;has emerged as a serious intellectual endeavor, accompanied by diverse theories concerning its possibility, necessity, and practical realization. In recent years, Iranian scholars have also taken significant steps toward actualizing this vision. Each of these perspectives carries its own strengths, innovations, and limitations.The Formative Meta-Theory, rooted in Islamic thought, represents an epistemological initiative to bridge the domains of religion and science. Drawing upon Islamic philosophy&amp;amp;mdash;particularly the Transcendent Philosophy (Ḥikmat al-Muta&amp;amp;lsquo;āliyah) of Mulla Sadra&amp;amp;mdash;it seeks to articulate a theoretical framework that offers a constructive alternative for human and social sciences research. This meta-theoretical approach integrates key philosophical foundations such as the primacy of existence, the gradation of being, and substantial motion, to propose an abstract epistemic system known as the Formative Cognitive Device.Within this framework, the meta-theory advances a Formative Methodology designed to guide researchers in generating scientific knowledge aligned with Islamic intellectual principles. By operationalizing concepts such as Formative Ontology and Formative Entity-recognition, it establishes the foundation for a distinct approach to theorizing and methodological design in research.</description>

      <title>Developing Planning Frameworks for Cultural Organizations in the Implementation of Provincial Slices of the National Cultural Engineering Map</title>

      <description>In 1386 , the Supreme Council of Cultural Revolution mobilized the country's capacities for developing the National Cultural Engineering Map by establishing the Specialized Council for Cultural Engineering. This map was finally approved on 20/8/93 . Clause C of Chapter Seven of the Map outlines provincial work division and the necessity for provincial movement to "implement the Map within the fabric of society. Essential steps for map implementation include developing regulations, instructions, and organizing provincial slices. The provincial section of the map is the operational plan for implementing the national map measures in each province and is obtained from the translation and interpretation of those measures into a project.In the process of developing provincial slices, after locating provincial actions within the executive body's program-activity list, the selection of plans begins. In this regard, provincial executive bodies are obligated to propose projects commensurate with each prioritized provincial action. The study and review of the "Phase One" provincial plans, which were identified, organized, and formulated through the study of cultural bodies' programs, consultations and interviews with experts, specialists, and cultural policy implementers, and thematic analysis of data, revealed the uniformity of most provincial slice programs a lack of creativity and necessary expertise among provincial specialists, the ineffectiveness of programs in solving provincial cultural issues, and the extraction of seven project categories: project observation, event, educational, production, promotional, and support. This situation has led the Planning and Budget Organization of the country to re-evaluate the programs issued to the country's cultural organizations</description>

      <title>Conceptual model for realizing smart government in the Islamic Republic of Iran</title>

      <description>With the expansion of digital technologies, the Internet of Things, artificial intelligence, and big data, governments around the world have moved from traditional models to smart government. Smart government goes beyond e-government, and by strategically utilizing technology and data, it seeks to increase efficiency, transparency, accountability, citizen participation, and sustainable development. In Iran, given the macro policies, development programs, and upstream documents, the need to design a local model for establishing a smart government is felt. The purpose of this research is to identify the dimensions and components of smart government in the Islamic Republic of Iran and present a local conceptual model. This research analyzed the results of library resources and interviews using the grounded theory method and used a mixed approach (qualitative and quantitative) to validate the results obtained from the opinions of a sample community including experts familiar with the subject. The research findings led to the identification of six main dimensions including governance, services, data, technology, infrastructure, and cybersecurity. These dimensions include a total of 34 components. The findings show that success in implementing smart government requires simultaneous attention to technological capacities, organizational structure, citizen participation, and data security. This conceptual model can help policymakers in strategic planning, inter-institutional coordination, and improving the quality of public services, and facilitate Iran's transition from traditional government to smart government. The results of this study will pave the way for future research in developing smart policy and evaluation tools in Iran.</description>
