Abstract
The mission and existential philosophy of the university has been to help the development and transformation of societies through education and research and solving human problems according to the existing requirements and facilities. After the victory of the revolution and the formation of the cultural revolution, with the aim of revising the textbooks, localizing science and adapting science to religious teachings as a doctrine, it has been placed on the agenda of policy makers and higher education officials. Using the descriptive-analytical method, this article raised the question of what challenges the university faces in realizing this plan. In response to this hypothesis, the diversity of views about how to evolve in the human sciences was such that the policy makers did not follow a specific and agreed path and the various efforts did not achieve the goals of evolution in these sciences. The results show that the realization of this plan is not likely without consensus building, identification of challenges and evaluation of the existing situation, the possibility of prioritizing and setting goals for the future. Secondly, the policy making of the officials in compiling the transformation document not only does not have a defensible performance, but also does not have a high position in the comprehensive scientific map of the country of humanities. Thirdly, in order to realize the transformation plan, the university is facing financial challenges, weakness in content production.
