Educational Governance and Religious Education Policy-Making in Schools: An Analysis of the Role of School Management in Achieving the Cultural Objectives of the Education System

Abstract
The gap between macro-level religious education policies and their implementation in the actual school environment highlights the need to pay greater attention to the role of school management in educational policymaking and governance. The present study aims to analyze the role of school management in implementing religious education policies and achieving the cultural objectives of the education system. This qualitative study was conducted using documentary analysis and content analysis of relevant sources and studies. The findings indicate that school management is not merely an executor of officially issued policies; rather, through interpreting and operationalizing policies, providing educational leadership, shaping school culture, directing formal and hidden curricula, and coordinating interactions among teachers, students, and families, school management plays a significant role in achieving the objectives of religious education. Furthermore, the degree of coherence between formal policies and students' everyday experiences is a determining factor in the effectiveness of educational policies. Accordingly, achieving the cultural objectives of the education system requires strengthening school-based governance and elevating the role of the school principal from an administrative executor to an educational actor and policymaker at the school level.
