Considering Considering that judicial complexes are one of the active centers that play an important role in society, paving the way for judicial complexes to progress and achieve excellence is vital so that it can have a say in the current competitive world. Therefore, the aim of the current research is to investigate the theoretical evolution of the organizational excellence model in the judicial complexes of Tehran. The research method is mixed (qualitative-quantitative). In the qualitative part of the research, while reviewing the documents, interviews were conducted with 11 judges and expert staff through targeted sampling. The obtained data were analyzed using thematic analysis method. In the quantitative part, which is based on the qualitative part, 160 judges of the judicial complexes of Tehran city investigated the current situation and tested the designed model using a questionnaire. The reliability of the questionnaire was obtained with Cronbach's alpha of 0.974. In order to analyze the data, confirmatory factor analysis and structural equation model and Smart PLS3 software were used. The findings of this research showed that the model derived from the research had 4 main components of behavioral factors, organizational factors, management factors and environmental factors and 16 sub-components. Also, the results indicated that the explained measurement model has good fit indices and the measurement tool has good convergent and divergent reliability and validity. In the end, with the opinion of experts, the proposed model was approved and solutions and suggestions were presented for the improvement of judicial complexes.
