Abstract
In the statement of the second step, the development of spirituality and ethics is considered to require the support of governments, but it is stated that these two cannot be achieved by orders. It has also been emphasized that responsible governmental bodies as well as non-governmental individuals and institutions should prepare and implement comprehensive short-term and medium-term programs to prevent anti-spiritual and anti-moral activities. The issue of ethics and its principles is a very important issue, the message of the Islamic Revolution to the world and Humanity is the message of spirituality, ethics, paying attention to God and bringing this element of personal and social perfection into life. Considering this importance, the main question is whether it is possible to discover and explain the moral principles of the statement of the second step from the Qur'an? And what are the moral principles of the declaration of the second step of the revolution based on the verses of the Holy Quran? The results of the research have shown that according to the Supreme Leader's point of view, he stated such components as: the goals of the second step statement and its most important moral principles based on the Holy Quran, which are: the moral principles of belief, including trust and faith, the principle of piety and refinement Self, the principle of sincerity, moral principles of behavior including truthfulness, courage, humility and self-confidence and social moral principles including benevolence, forgiveness, helping the needy.
