Analysis of the Institutional Model in Public Policy Making with Emphasis on the Policy of Reforming the Price of Energy Carriers

Abstract

Public policy making, as a complex process, is influenced by numerous factors, with institutions at its center. The institutional model, emphasizing the role of formal and informal structures, rules, norms, and procedures, is known as one of the classic and stable models in policy analysis. Institutions are not only the basis for the formation of policies, but also guide the path of policy developments by determining incentives and constraints for actors. This article has been developed using a descriptive-analytical method and relying on a study of documents and library resources with the aim of analyzing the foundations, assumptions, main characteristics, and applications of the institutional model in the public policy making process with an emphasis on the issue of reforming the price of energy carriers in Iran. The research findings show that the policy analysis of energy carrier price reform in the country as a public issue using the institutional model of policymaking is a complex and multidimensional study in which structures, rules, norms, and formal and informal actors play a central role in the formation, formulation, and implementation of this policy. This conclusion shows that the main problem of energy carrier price reform policies is not in economic and technical techniques but in defective and incomplete institutions and structures, the prescribed policy of which is the gradual and sustainable institutional and structural reform of this policy.
