Developing Planning Frameworks for Cultural Organizations in the Implementation of Provincial Slices of the National Cultural Engineering Map

Abstract
In 1386 , the Supreme Council of Cultural Revolution mobilized the country's capacities for developing the National Cultural Engineering Map by establishing the Specialized Council for Cultural Engineering. This map was finally approved on 20/8/93 . Clause C of Chapter Seven of the Map outlines provincial work division and the necessity for provincial movement to "implement the Map within the fabric of society. Essential steps for map implementation include developing regulations, instructions, and organizing provincial slices. The provincial section of the map is the operational plan for implementing the national map measures in each province and is obtained from the translation and interpretation of those measures into a project.
In the process of developing provincial slices, after locating provincial actions within the executive body's program-activity list, the selection of plans begins. In this regard, provincial executive bodies are obligated to propose projects commensurate with each prioritized provincial action. The study and review of the "Phase One" provincial plans, which were identified, organized, and formulated through the study of cultural bodies' programs, consultations and interviews with experts, specialists, and cultural policy implementers, and thematic analysis of data, revealed the uniformity of most provincial slice programs a lack of creativity and necessary expertise among provincial specialists, the ineffectiveness of programs in solving provincial cultural issues, and the extraction of seven project categories: project observation, event, educational, production, promotional, and support. This situation has led the Planning and Budget Organization of the country to re-evaluate the programs issued to the country's cultural organizations
