Abstract

Digital transformation in the public sector requires the establishment of governance models that can effectively manage data, provide the basis for the development of smart services, inter-agency interoperability, and data-based decision-making. The aim of the present study is to identify the mental models of experts about digital governance in the National Civil Registration Organization and to present a native model to explain the relationship between organizational digital governance and national data governance. This study was conducted using Q methodology and an exploratory-explanatory approach. The research discourse space was formed through a review of scientific literature, upstream documents, specialized documentation, and exploratory interviews. After refining more than 400 initial items, 47 final propositions were formulated and sorted by 23 managers, specialists, and experts in related fields. The data were analyzed using PQMethod software and Q factor analysis. The findings led to the identification of three distinct mental models including “value-driven transformationists”, “organization-oriented and security-oriented rulers”, and “interaction-oriented and intelligent technocrats”. Based on the synthesis of theoretical and empirical findings, the final research model was designed in three layers: “data-driven transformation and value creation leadership”, “security, protection and regulation”, and “infrastructure, interoperability and intelligence”. The results show that the deployment of this model can lead to improving the quality of identity data, strengthening digital security and trust, developing inter-device interoperability, improving data-based decision-making, and promoting national data governance.
