Paragraph C of the seventh chapter of the engineering map of the country shows the division of provincial work and the necessity of provincial movement for "implementation of the map in the context of society" One of the basic measures for the implementation of the country's cultural engineering map is the compilation of provincial sections, regulations and instructions.With the approval of the by-law and according to its nature, preparations have been made for the field, i.e. provinces of the country, for the compilation of the provincial sections of the cultural engineering map of the country. After studying and reviewing the provincial plans/projects of the first phase of the provincial cuts, what is necessary is the "program ID card". Therefore, the current research is trying to design and prepare the birth certificate of the program as a model of the inter-provincial unit.The program certificate, which contains all the components of identifying, monitoring and evaluating a program, in order to control and supervise the implementation of provincial cutting programs with the aim of being systematic, institutional coherence, using popular organizations and provincial elites and activists, managing and monitoring the stages of work And also establishing interactions and cooperation and coordination between the province and the secretariat of the Supreme Council of Cultural Revolution.

The resources and data needed to carry out this research are extracted by studying and reviewing the programs of cultural institutions (included in the provincial cuts of phase one) and consulting and interviewing experts-experts-activists and implementers of cultural policies.
